Cycling betta tank

What are the most ideal nitrate levels in a tank? Im seeing some results saying 0-40ppm, then other 0-20, then some 20-40. This will be for my new betta fish tank that will have many plants which I’ve yet to purchase the fish or the plants yet. Any other extra tips for setting up the tank and the cycle process would be much appreciated.
