Guilty for giving up

My husband and I both feel similarly, but we have up a 15 year old girl that we had for 2 weeks. It was supposed to be a temporary placement but we could adopt her if we wanted to because she has no family cause her grandma that she lived with passed away (the rest are either dead or in prison). Well we had a rough experience. She was super sweet but definitely had the emotional intelligence of a 7-8 year old because of her life circumstances etc. For example, doesn’t know personal boundaries, makes sexual comments randomly about my husband and I trying to joke around with us, jealous when my husband hugs me or holds my hand etc. I have a step daughter that’s 7 that we have half the time and we have one bio kid that’s less than a year old. We felt like it was too much to handle since I was pregnant with our baby at the time etc. Since it was a temporary placement we didn’t really parent her because she got hit by a car and had a concussion and we wanted to be a fun and safe place for her since we knew it was short term. When she was with us she said she wanted us to adopt her so bad and she’s give up her smut books and stuff that we wouldn’t be ok with long term if we adopted her. She just wanted a family. We got her removed for her the sexual comments and smacking my butt (lack of personal space) etc. it was more than that but still. Well a foster friend of mine did respite for her recently and had a great experience with her but she only does respite. She told me that since them, She has been moved to 2 more group homes and was assaulted again. Even when we got her, it’s cause she was running away from a group home because kids were threatening to beat her up and it was like the 4th group home she’s been in. We were told she was a low risk kid. I’m not sure why other homes won’t take her but I HATE the idea of her going from group home to group home for the next 3 years and then ending up on the streets.. I feel bad we gave her up early and didn’t keep her even tho we were doing respite for her. Now we have a baby and I’m not sure if our foster group we go through would even let us get her back but idk. Have yall ever been in a similar experience??? Did we do the right thing saying no to keeping her? I just picture a little girl who grew up without a mom or dad and now is 15 and had a rough life now that I have a baby.. I would hate for him to have that life.. ugh. I feel so bad.
