I was wondering about which could be the best place or city to learn French language?

Just like we all Indians tend to have some kind of stereotypes, is that also a thing Pondicherry or surrounding areas offer best atmosphere and better education overall compare to other parts of Indian Cities when it comes to learning French specifically?

If anyone travelled to Pondicherry or lived there even for different purpose just wanted to know how is the culture there?
