Is it normal for a subreddit have one moderator?

I’m in an African subreddit and there is a moderator that is moderating a big subreddit that’s almost 500k yet he refuses to add more moderators (kind of like a dictator) even though it would be good to have different moderators with different views on the subreddit.

He also abuses his power by banning people and deleting comments he doesn’t like as well as being hostile towards people that don’t go forward with the dumb ideas he spews on the subreddit. Mind you he didn’t even create this subreddit, he only became a moderator 3-4 years ago. Is this even allowed? I see other subreddits with multiple moderators which I like since it makes subreddits balanced, but there is only ONE guy as a moderator for a big subreddit and it’s ruining the experience for me and other people.
