Cac card login issues

I have gotten my ID reset over 10 times even got a new ID which I have had to get reset well over 10 times. Every time I try to login to a government computer after typing my pin in correctly after one try it says my account is locked and contact my admin. I have contacted them and my NMCI account is good. My ITs that I have at my command have told me that this is due to the update on the computers and there is no fix I am just trying to see if anyone out there has come across this issues and knows how to fix it I have been going on 3 months of having to double cac login to do my job.
