34M POA here. Grandma was moved to locked unit without my permission. Care plan meeting in 3 days. What can I do?

Other Civil Matters

Location: Louisiana

I was my grandma's caregiver for years. She was diagnosed with Alzheimer's last year and moved into a nursing home in September. We're currently waiting for LTC Medicaid approval.

She stayed in the main unit until last week, when the staff told me she needed the locked memory unit because she paces and sometimes enters other residents' rooms, which is a "safety concern." She has never been aggressive or unsafe, or gone to unsafe places in the facility. I told them I did not consent and wanted a care plan meeting.

I got sick and postponed the meeting one week. The next day they called, saying she triggered the WanderGuard alarm by trying to walk out the front door, and they were "making the decision" to move her anyway. I haven't seen the security video, admin notes, or any policy justifying this as grounds for moving her. Multiple staff members privately said they disagreed with the decision.

This was a one-time incident. Her psychiatrist is still adjusting her meds, and walking has always been her way to manage anxiety. The memory unit is a cramped hallway, and she already felt trapped before the move.

I've contacted the ombudsman, who plans to attend the meeting Wednesday. What federal and state rules and regulations can I use to advocate for her to be moved back into the main unit?
