Upgradation

I've got a seat in R1. I've reported to the college and opted for upgradation and I've following doubts.

1. If I don't get upgraded in R2 then can I go for upgradation in R3?

2. If I get upgraded in R2 and I report to the college in given time period, can I opt for upgradation in R3?
