Paypal Payment Option not Working (Canada)

For the past two days I've been trying to update my payment method to paypal, and the box that I'm supposed to click to "log in with external account" refuses to load on any device or network.

Anyone have an idea on how to fix it? I've cleared cache, cookies, reset devices, etc. Nothing will make that box load. Just an infinitely spinning circle.

Any help would be greatly appreciated.
