Why is there a prison connected to the strip club?

Is it a place for people to get kinky behind the strip club with bars there to add to the theme?

Is it a place to hold the strippers in some kind of sex trafficking ring?

Was it added on by the aliens specifically to trap Duke?

Was it just not a well thought out design choice by the devs?

It would make more sense if you had to blow through a wall and have it lead you to a jail cell, in my opinion. But, these are opinions on a nearly 30 year old game at this point.
