How to get job in himachal

So , I was searching for job , i downloaded the job searching app and found no job at my location neither nearby. I'm beautician , then i went to many salon but they don't see skill rather they ask do you have reference from somewhere like do we have any mutual person who suggest you. I was like I just looking for job . I know himachal is like a big family you always find some connections with someone . But why it is applying for job too? Probably only in my profession but I ask other people too of other profession , they said that they got it from reference by someone. Do you face this situation too?
