Jump straight to max conversions if keyword volume is high enough?

Is it true that if a niche in a city gets thousands of search volume Google already knows the right people so you can jump straight to max conversions?

Like keywords regarding massage in my city gets over 100k search volume monthly, so I don’t need to do manual cpc/max clicks to give Google data then do max conversions when it has data?
