Why is it so difficult to obtain

I've been trying to find a plug all day, I'm 20 and in Alabama so the weed laws are all screwed up. Do people just not take cash anymore? I have cash but no one will take it and it's so fucking weird. Is this normal these days? Any advice on finding a plug or something? It's incredibly difficult to get a medical card here and I smoke to help with my chronic pain 😭
