How can I get the best possible performance (at least 60fps)

For context, my computer is a mid/low-spec pc My graphics card is really decent, but I have a REALLY heavy bottleneck on my cpu (i7-3700k), with a gtx1650 gpu. I’m trying to use Lossless Scaling together with the game settings, but up to now results have been unsatisfactory, anytime combat or driving is involved the frame gen can’t keep up, neither I can even see the enemies really well because of the scaling settings. Any tips on how to get the most enjoyable experience?
