UPD Pwede bang magshift from engineering to other college kahit may INC?

hi! im from eee and nakakuha ako ng inc last sem. i am planning to shift sa program na wala namang ”no unresolved inc.” do you think need ko pang macomplete yung inc ko before ako makalipat or pwede ako makalipat kahit may inc ako and di ko na siya kailangang icomplete?
