Technicians inaccessible?

I just bought stalker 2. First time ever playing a stalker game. Every time I go to a technician to upgrade or repair gear, the only option the give me is to ask about news in the zone. Im at a point in the main storyline where I need to install something to a helmet and it won’t let me. Am I doing something wrong? Is there something I should be doing?
