GE Cafe refrigerator not freezing or making ice.

GE Cafe CVE28DP3NBD1. The normal refrigerator area seems fine but the freezer is around 20(ish) degrees and we arent getting any ice in the ice maker. It's set to 0 degrees. Last tech that came out replaced the temp sensor but it didnt resolve the issue.

Error codes are F07 38
