Claiming a plot in guild neighborhood

How would a player claim a particular plot as quickly as possible in a guild neighborhood, assuming there's no plot reservations ahead of time? Is there a notification or announcement in game when the guild neighborhood is established? Do you have to complete a quest prior to claiming a plot, or can you claim one as soon as the neighborhood is established? Can you use the House Finder tool to immediately visit and claim a plot?

My guild hasn't mentioned anything about plot reservations so I assume it's just going to be a free-for-all on Tuesday.
