I did a floor with 10cm tiles. some of the area was uneven.

I asked my contractor to fix it. he said it was because of the tiles I bought have slight different thickness.

But the tiles rest on a layer of cement, I dont get why can't he level it even if the tiles themselves are slightly different thickness?

Am I right or wrong?
