veracrypt doesn’t see recovery file?

hello everybody! i am trying to encrypt my disk C right now, and I got this error. when i extract all of the files in the root of the usb stick (D:\EFI), and try to click on next to verify the download, it says that it couldn’t find the file i tried to format the stick to FAT and FAT32 — nothing helped i tried to reconnect the stick — didn’t help either i do not know what to do! if anybody knows how to deal with it, i would be greatful for your help!
