Dynasty Commish Rules Question

Hey all - dynasty commish here. After 6 years, I have the first instance of a contending team making a switch to try and avoid playoffs. Our draft order is set by max points for, but picks 7-12 are automatically the playoff teams. He is set to earn the 4th overall pick if he misses playoffs, and thinks he has no chance to win if he makes them. He is prepped to tank week 14 by benching his best players.

Any suggestion on a fix now or in the future?

(I know I could make draft order purely based on max PF, but I feel that punishes deep teams and benefits teams with star studded lineups and minimal bench.)
