Possibly no food or water for 35 hours?

I live in Iowa and we just had our first winter storm of the year with 12” of snow. My camera didn’t really catch what the kitty did but I think he/she might have spent 35 hours in one of the cat shelters. The food and water is sitting just outside the shelters. But if the kitty did go that long without water, should I be concerned?
