Help! How do I block a specific account from showing up on my reels?

There's this one dress shop that keeps popping up on my reels every other month. I have already (at least 3x) requested to see less reels (indicated Not Interested) but keeps showing up after a while.

Do I block the account? Is there a permaban on reels?
