Why do you have to be level 30 to play in solo ops

As someone who is new to the game I find myself running into teams of four more often than not and although I have managed to pull some wins out of it it's tiring constantly being on the back foot and losing after to killing 2-3 of their team mates only to get finished off by their 4th team mate. I don't really have any friends that want to play this game and the open lobbies are often just as bad as playing solo lmao. Would it not be a smart play to add solos to normal and lockdown? and if there is a reason they're not doing this could someone tell me
