What's the deal with the HUIONE building?

I passed through the location (the one on Norodom blvd with the panda statues) several days ago around 3PM and today around 9AM, and on both times I saw a lot of Chinese people of all ages standing outside looking annoyed. Who might those people be? Customers? Victims?

All I can find on the media is that the establishment is connected to money laundering international scam operations.
