Why cant I switch my vehicle?

Hey, I tried to get into delivering food when i was 18 but my insurance was under someone else's name and i didn't know that would be an issue at the time. so they couldn't verify my identity. no i have my own vehicle and my own insurance with my name on every bit of it. however i can NOT swap my old vehicle to my new one. I have submitted form after form and have spoken to customer service multiple times and they always tell me they are going to work on it. and yet nothing has changed. i dont know what to do. any help?
