Seeking Advice on VA construction loan in NC

Hello, I’m seeking advice on the process of how or what I need to do regarding the VA construction loan to get started.

The land is in my wife’s grandfather’s name, which has said we can build on his property. I know with the standard VA loan, one of the benefits is 0 down. Is this still the same with a construction loan?
