My Pc temp's seem too high for idle/browsing. need helpington

Question

Was hoping if anyone could help me understand/solve this issue?

Specs: 4070 ti, R9 5900x (i know my cpu is kinda buns), Nzxt Aio X53

When I first start up my pc my idle temps with nothing open are

cpu 60-68c

Gpu 55-60c

My room is regularly around 70-75F and I dont live in a moist climate

Thermal paste on cpu was done last year

I have my aio set up correctly. Liquid lines/pump above cpu leading down

I cleansed my case and fans of all dust particles

In my previous pc I have a 2070 super blower card with an i7 9700f no aio and had temps of around 35-45c cpu and about the same for gpu 30-40c. And those were temps when browsing firefox with 6+ youtube tabs open (as well this was a pre-built)

Why is my new build getting hotter than my last?

Id like to think im a well versed individual when it come to diagnosing pc problems but this one I cant figure out. Maybe I have a faulty part or my fans are going bad. But I figured I'd try asking the big dogs before I buy a new cpu and aio. (not too worried about gpu temps usually never goes above 70c)

Thanks gng :)
