Is Severance Enclosure still nerfed?

I haven’t played since right before Edge of Fate. One of my absolute favorite builds was pairing Strand Banner of War with Severance Enclosure and non stop chaining melees and finishers. Was absolutely incredible fun and effective even in End Game content.

However they nerfed them where the explosions was only line of sight. Has this been changed or is it still like that?
