OR/CR taking too long to process

I bought a car last October and up to now the OR/CR is still being processed according to my agent. I get that niche brands are slower than mainstream brands in terms of aftersales but I didn't expect them to be this slow; especially when LTO is out on a killing spree on unregistered cars. So since that car is sometimes brought out for urgent matters, who do I contact to expediate its OR/CR?

And in the worst case scenario that I do get caught, would the dealership be at fault for not immediately registering my car?
