Has the team mentioned anything on refinery progress? (Expanse/Arrastra/Orion)

CIG has made it very clear that they dont want to release ships without their gameplay. To this end im curious if there has been any mention of Refinery progress for player ships?

Jared I guess mentioned a year or so ago in germany that refinery gameplay needed an overhaul before any of the mentioned ships can make progress (paraphrasing, not his words).

I get the impression none of these ships will be the major release at IAE due to like 10+ already seeming to be in the pipe for the event so hoping more info on these game features will give us hints for a release.
