Got in a minor crash with only third party insurance

Basically another guy hit my car around a corner going too fast while I had stopped. We exchanged details and he admitted he was going too fast.

Since I only have third party insurance, obviously my insurance is not going to cover the damage or chase his insurance company even though I'm not at fault, but now the other party has stopped responding to my messages and is refusing to make a claim to his insurance company (NRMA) who is advising us that they cannot proceed with repairs until he lodges a claim. They did also tell me to lodge a police report but when I did so, the police said they don't get involved unless there is an injury or the other party refused to give their details.

So now I'm stuck. NRMA isn't doing anything until the other party lodges a claim which he's refusing to do.

Any advice on how to proceed?
