Why is it so costly/cumbersome to form a company in Dubai?

Is there a reason to this? You would think since the government hard shill this amazing space for businesses to thrive and their amazing tax incentives that it'd be 1. cheap process to complete and more importantly efficiently done, but from all my research its a process that takes days to a week +??

For all its faults, UK system and fees are second to none, from £15 and you're up and running within a day. Surprised such a forward thinking city like Dubai is so far behind on this.
