Terp percentage questions

I'm in Louisiana where it's med only, mids at best some times a good one squeaks thru there. Anyway our sub reddit has ppl showing bags that say 8 percent terps I even went and bought one and there's no way. Now it seems 2.5 to 3.5 terps is common.are they lying in the coa?
