Tinker Bell: Does Lord Milori not need snow to survive like other Winter fairies?

I was watching Pirate Fairy and all the other winter fairies have snow going on them but Lord Milori was with Queen Clarion and I didn’t see snow going to him unless I’m mistaken. Does he not need snow to survive? I thought the whole point was he broke his wing because of that.

And honestly I don’t get how winter fairies can break their wings like how warm fairies can. It’s explained the warm fairies wings will freeze so they snap, but not how winter fairies wings do. It looked like Peri’s wings just wilted and she was too weak to flap them anymore so how did Lord Milori’s wing break?
