Is there any reason to build a bailiff other than on silver/gold provinces?

Question

Hey all, so bailiffs seemed like they might be a good building to combat low control when first starting the game as they grant 20% proximity source. unfortunately moving between adjacent tiles by land typically seems to cost 15-30% proximity anyway so that source doesn't really seem to matter and it only affects the tile its on. That 20% proximity grants an extra 15% control to a tile, boosting tax income among other things.

So it's really only beneficial to put in provinces that are both rural and have a really high potential tax base, which is not a common mix other than on gold and silver RGOs. I will say they work great there paired with irrigation or villages to boost commoner happiness in squeezing out an extra few ducats from those tiles which is great in my ongoing Byzantium game, but I'm wondering if anyone else has found a good use for them.
