20 lb propane bottle for home stove.

I was visiting Florida in an AirBNB: the neighbor (St. Johns County, Florida) was really frustrated with the gas company, so her husband piped in a 20lb propane tank (powers stove only, no water heater). Is there any safety code or the like? Is this a common practice?
