Spiritual Power recharge rate

Simple question about how much time it takes to restore 1 unit of Power(stamina). I know the overflow is 1 unit every 12 minutes while being greater than or equal to max. Is it the same amount of time? The game just says it restores gradually over time but doesn't elaborate. Only explains the over flow.
