Why is the latch on gas pumps always disabled/removed?

Seriously, is there a specific Belgian law that requires us to freeze? ​It's 2025. The pump stops automatically when it's full. Yet, at 90% of stations, the little latch to keep the handle depressed is removed or blocked. ​So instead of sitting in my warm car, I have to stand in the rain clutching the freezing nozzle until my hand cramps. ​Just let us use the clip. Pleaaase.
