Looking for a new state

I'm looking for a good state and alliance between states 2877-2994 for my girlfriend and I to transfer to any recommendations on states to transfer to or states to avoid would be lovely her power is 117m and mine is 68m as of right now as we've been saving things for 3-4 months for the state we transfer to we're looking for a state that has at least one bear time at either 4 or 14 UTC
