In-floor radiant heat retrofit without drilling

I'm looking at installing in-floor heat in a 140 year-old house since I have to replace the boiler and all radiators due to freeze damage. I have easy access since all the joists are wide open in the basement and crawl space. I want to run pex with aluminum plates, but I'd prefer not to drill through the floor joists if possible. How would one go about doing that? Every retrofit I've seen has involved drilling large holes to run 3-5 pex tubes through.
