Is it ever too late to be friendly with the neighbors?

I had some new neighbors move in a few months ago and I was being antisocial and avoided interacting with them as much as possible because I was nervous. I don't want to be friends just friendly and I kind of feel bad about avoiding them. I just wonder if it's too late for that.
