Possible illegal immigrant using my number

Location: Indiana. I've had the same phone number for ten years. Lately I've been getting insurance calls for a Roberto something regarding a car accident. The most alarming one was from police trying to reach him. Before he would pop up on loyalty club occasionally. Nbd. They could keep my name separate from his, but it just seems to keep escalating. And I get the sense that these officials don't believe me when I say I have no idea who that is. How do I prove I don't know someone I've never met?
