Apple Watch for Kid Workarounds

I have accepted the fact that Visible doesn't offer a standalone watch plan that would give the watch its own phone number.

Are there any workarounds?

Does an Apple Watch have to share the same Apple ID as the phone? Would it be possible to have the watch on one Apple ID and the phone on a separate Apple ID, but they would both be tied to the same phone number? I do not get a lot of phone calls, so I don't think it would be too big of deal that the watch might ring with my calls. We would just instruct my daughter not to answer it unless it was a call from us.
