Is "free rotation" available on solo/duo ranked too in League?

Asking this, bc I played a Mel game 2 days ago, but now I don't have her in my champ pool, and I didn't refund her or anything. I also see stuff like Ekko when locking in, but I do not have ekko bought. But I am like 100% sure I bought mel not short after it came out.
