Is there any Telegram bot that limits photo spam?

I manage a courier group on Telegram with around 2,500 members. The group is for couriers working with Uber Eats, DoorDash, or Wolt using motorcycles, cars, scooters, or bicycles.

Sales posts are allowed, but I need a strict rule: no member should upload more than two photos for the same item.
Some users post 8–10 photos for a single bicycle, which turns the group into a photo-album spam. I'm tired of warning people manually.

I’m looking for a bot that can automate this rule.
Requirements:

• If a user sends more than 2 photos in a single message, the message should be automatically deleted.
• The user should be automatically muted for 24 hours.

Do you know if such a bot exists, or can it be developed?
