Setting Up Work by Shipment and Pallet Building (D365FO)

Currently working on a template design and I am struggling to format a solution for warehouse work during shipping.

The goal is to release work in bundles per Unit Conversions, but divide the pallets by Shipments.

For an example:

• 4 each = Pallet
• Sales Order requires 8 eachs

Desired result is two shipments generated at RTW, each with a single multi step work instruction to pick 4 LP tracked containers each. We handle our outbound confirmation per shipment and want to maintain individual LP management per container. Resulting in Shipments acting like "Pallet License Plates," but really we are confirming the loading per shipment via a custom tool.

Every where I look online, I end up back at Work Split functionality. But we are looking for work (and shipment) splitting during work creation - unlike the advised work split which occurs after the fact.

I have seen this done before at other projects, but given my investigation I am uncertain if this was customization or core D365fo functionality that I am overlooking.
