Seller won't provide a hazmat label or a refund

I'm very frustrated with my experience with the seller "Oudware" that sells Lataffa perfumes. I ordered one perfume, I didn't like it so I requested a refund and they sent me a label to return, but they didn't attach the hazmat label. I reached to customer service at least 10 times, I contacted the seller and I was told they can't give me the hazmat because the order was fulfilled by tik tok shop. So I asked tik tok customer service and they said they can't give me the hazmat either, but they offered a refund. The refund was denied by the seller. So I filled a claim and I provided picture and explained the situation. The claim was denied. I did everything again, another agent requested another refund, got denied and I did another claim. Both claim denied and still nobody can give me the hazmat label? Is this normal? I'm stuck I can't return the item or get my money back. I'm very disappointed and upset, tik T is a joke. Nobody helped me.
