Best loans for an EU masters

Hi guys,

I 22f want to attend grad school in Germany for 2 years. All in all I can do this for ~20k but I have no savings at all. I would need to take this out in loans. I will apply for scholarships but am planning for worst case scenario to pay for it myself.

Germany requires a blocked account for visas, which must have 11k in it at the time of application. I have read that you can take out private loans for this account, then disburse monthly for school fees/expenses. All in all I would like to take out one big loan and put it into this account and disburse over the program.

What are the best loans for this? I’ve heard that you cannot use student loans for a blocked account, so you use personal loans instead.
