Here is a detailed explanation of SIR In question and answer form you all must go through it once.

Question 1-what is SIR? (special intensive revisions)
Answer 1- This is a large-scale, door-to-door verification exercise conducted by the Election Commission of India (ECI) to prepare error-free electoral rolls.

Question 2- Why SIR ?
Answer 2- The goal is to remove duplicate, ineligible, or deceased voters and to add new, eligible voters.

Question 3 -Is SIR necessary?
Answer 3- Yes it is necessary where the electoral rolls require a thorough cleansing. It is considered essential to ensure the accuracy and integrity of the voter list, which is the foundation of free and fair elections.

Question 3- Who has power to do SIR?
ANSWER 3- As the constitutional body in charge of conducting elections, the ECI has the exclusive power to order an SIR.

Question 4- what is the legality of SIR?
Answer 5 - Article 324 of the Constitution: This grants the ECI broad powers of "superintendence, direction and control" over the preparation of electoral rolls and the conduct of elections. The ECI asserts that these "plenary powers" allow it to take extraordinary steps, like an SIR, when regular revisions are insufficient to ensure free and fair elections.

• Section 21(3) of the Representation of the People Act, 1950: This statutory provision explicitly empowers the ECI to order a "special revision of the electoral roll for any constituency or part of a constituency in such manner as it may think fit".

Question 5 - Weather any SIR has been done before also ?
Answer 5 -Yes, the Election Commission of India (ECI) has conducted Special Intensive Revisions (SIRs) multiple times in the past
According to the ECI, intensive revisions have been carried out on at least eight occasions between 1951 and 2004
• Early years (1950s-1960s): The first revisions were necessary due to flaws in the electoral rolls prepared for the 1951–52 elections. Issues included a lack of experience in roll preparation and the exclusion of women who had not provided their names to officials.
• Mid-1980s: This period saw large-scale revisions prompted by increasing internal migration and a rise in complaints of bogus voting.
• 1993 and 1995: Intensive revisions during this time were crucial for the introduction of Elector's Photo Identity Cards (EPIC).
• 2002–2004: A cycle of intensive revisions was conducted across many states, with some, like Bihar, last having a full intensive revision in 2003.

Question 6 -Which political political party was in power during SIR in past? (Only for refrence because it has nothing to do with political parties EC is an independent constitutional body and it has nothing to do with these political parties.)

Answer6-
  •1951 -1952 (INDIAN NATIONAL CONGRESS)
• 1993- ( Indian national Congress)
  •Mid 1980s - ( Indian national Congress )
•2002-2004-NDA(bjp)

Question 7- What is the procedure of SIR?
Answer 7- The procedure of a Special Intensive Revision (SIR)

1. Announcement and preparation
• Notification: The ECI formally announces the SIR, specifying the qualifying date and providing a detailed schedule for the entire process.
• Training: Election officials, including Booth Level Officers (BLOs) and Electoral Registration Officers (EROs), are trained on the procedures and responsibilities for the revision.
• Form generation: Pre-filled Enumeration Forms (EFs) are printed for all existing voters based on previous electoral rolls.

2. Enumeration phase (Door-to-door verification)
• Distribution of forms: Booth Level Officers (BLOs) visit every household in their assigned area to distribute the partially pre-filled enumeration forms.

• Data collection: During the house-to-house visit, voters fill in the necessary details on the form, including:
• Date of birth
• Mobile number
• Aadhaar number (optional)
• Details of parents or spouse, if applicable
• Document collection (at a later stage): While documents are not required during the initial enumeration phase, voters are informed that they will need to provide them later, particularly those who were registered after the last intensive revision (around 2002–2004).
• Identification of ineligible voters: BLOs identify deceased persons, those who have permanently shifted residences, and duplicate entries by collecting information from neighbours and other reliable sources.

3. Online submission
• Online option: Voters, especially in urban areas, also have the option to fill and submit their enumeration forms online through the ECI's Voter Service Portal (voters.eci.gov.in) or the ECINET app.
• Mobile linking: For online submission, it is necessary to link the voter's mobile number with their Electoral Photo ID Card (EPIC).

4. Publication of draft rolls
• Draft list: After the enumeration phase is complete, a draft electoral roll is published.
• Public display: The draft roll includes the names of all electors whose forms have been received. Lists of names that have been flagged for deletion are published on the Chief Electoral Officer's website and at public offices for transparency.

5. Claims and objections period
• Filing claims: Citizens can file objections if their names are not included in the draft roll or if there are inaccuracies.
• Filing objections: Objections can also be filed against the wrongful inclusion or exclusion of any name in the roll.

6. Hearing and verification

• Adjudication by ERO: Electoral Registration Officers (EROs) hold hearings and conduct verification for all claims and objections received. This cannot happen until at least seven days have passed after the list of claims and objections was published publicly.

• Speaking orders for deletions: No name can be deleted from the draft list without a formal speaking order from the ERO, which is issued only after an inquiry and after giving the affected person a fair and reasonable opportunity to be heard.

• Verification for newly enrolled voters: EROs or Assistant EROs will issue a formal notice and schedule a hearing for voters whose details could not be matched with the previous intensive revision.

• Document production: Voters who receive a hearing notice are required to produce supporting documents to prove their eligibility and citizenship credentials.

7. Final roll and freeze

• Commission's approval: After all claims and objections are addressed, the Election Commission of India (ECI) reviews the electoral roll's "health parameters" and gives its approval for the final publication.

• Final publication: The final electoral roll is then published, incorporating all the changes made during the hearing and verification process.

• Finality: Once the final roll is published, additions and deletions are restricted to special cases.

8. Appeals process

• First appeal: If a voter is unsatisfied with the ERO's decision, they can file a first appeal with the District Magistrate (DM).

• Second appeal: A second appeal against the DM's decision can be filed with the Chief Electoral Officer (CEO) of the state.
Question 8-Can somebody challenge SIR in courts on basis of irregularities in proceedings?
Answer 8- Yes
the legality and implementation of the Special Intensive Revision (SIR) can be challenged in courts, specifically the Supreme Court of India

NOW CONCLUSION: If SIR is legal, if it is constitutional, if it has been done in past also ,if its proceedings can be challenged in SC! Then why these fucking political parties are spreading fake nerratives about SIR ? Why they are planning to disrupt parliamentary proceedings of worlds largest democracy? Why they are trying to defame constitutional bodies like ELECTION COMMISSION?

Their are many more such question and these questions must be asked and accountabilities must be ensured.

We (the people of India) have to speak loud and clear that these jumlas will not be acceptable and a befitting reply will be given by the people of India in the upcoming elections.
Some people may agree or disagree by my views on SIR I'm open for all your suggestions
