Did the Mind Flayer Always Control Vecna ? Tryna rework the Series Villain Hierarchy After "The First Shadow"

I'm tryna wrap my head around the true power hierarchy for the final season, especially after the details revealed in The First Shadow. In Season 4, it seemed clear that Vecna/001 was the mastermind who controlled the Mind Flayer which seemed to exist in dimension x. However, the new canon suggests that vecna got his psychic powers after a traumatic exposure to Dimension X as a child, implying the Mind Flayer infected/corrupted him first. My question is: Do we now believe the Mind Flayer is the ultimate, original consciousness, and Vecna is simply its most powerful, corrupted vessel/general?What evidence from the show or new canon best supports the idea that the Mind Flayer is the true final boss, with Vecna only being its most effective puppet? I'm really confused and would like to know your opinion or the duffers statement on this.
